9. (b). Unprotected earth bank. There is a large, low-lying, tidal area between the public road and the railway embankment at the place in question. The Engineer of Way and Works has constructed a couple of dams across this area and intends to use it as a dumping ground for ashes, &c., thus filling it in in course of time. These works should prove beneficial and they form the least expensive way of dealing with such an area. I would suggest that, pending the completion of the filling-in, which will occupy a considerable period, the lower part of the railway bank, up to, say, 15 0.D., should be planted with "prickly-pear*. I think this should afford sufficient protection against such damage as that caused by the typhoon of the 17th. August, 1913.
